That is the time needed for the slit in the edge of this wheel (top) to fly past a camera lens which then takes a picture of an electric arc in the glass bulb at left.

Dr. R.C. Mason, shown adjusting the camera, is taking these pictures to learn more about the lightning arresters that protect power lines.
